This one's in pretty good shape compared to most I've seen (the fact that these are usually quite battered speaks for itself

I'd guess this guy was based on a comics character--maybe Jeff of Mutt and Jeff

Both once wound up but the tiny keys are long gone

And there are beans or something inside that make it rattle

By viewing the text from an angle (holding it almost flat on its side), all those abstract lines form words. Here, it reads "Van Everens Visiting Cards" from one direction, and then "Central" from the short side, and then "Grand" and "Hotel" from the corner angles.
