Definitely made in Japan (he bears a very close resemblance to a few Japanese hand-puppets I've had in stock)

I'd guess it was done by a street artist at a fair or tourist destination, and can just picture the scene, with the sullen subject reluctantly sitting for the portrait, perhaps forced by a parent nearby who has informed the artist of their child's acting aspirations!
