I might guess 1950s or so but am not completely sure

and  wire edging that shows a little rust

with tiny carved circles for the eyes and a pointy little pale yellow beak

with his pink cheeks hand-tinted

Very early 19th century, this is a scarce one, and early children's mugs in brilliant canary yellow tend to be the more precious among them.
