I though at first brass but with what looks rust visible in a few spots I think perhaps iron/mixed metal with a brass/bronze-like finish and verdigris

it strikes me as a perfect thing for a fisher-person--as well

There is a handwritten verse on the reverse, readable with some effort, beginning "Be happy in life," making me think this was likely made as a gift for a child, or perhaps as a wedding gift long ago.
