Based on a few other carvings out there of a very similar ilk

All of the drawings remind me very much of paper soldiers I've found--made by mounting cutout drawings to bits of wood or cardboard such that they will stand up--though the ground under the feet of this guy suggests he was only ever drawn to live inside a ledger

I would guess based on the distinctive, traditional Troyan style of glazing around the lip that it vintage Bulgarian, though I've never seen
