It states that Oberscharfhrer Fritz Ottmar, born 1908, successfully participated in a pre military NSKK training seminar of Motorsturm 1 M 78 from May 1 to July 31, 1940. The document is dated to Ansbach (Bavaria) on August 5, 1940 and signed in blue ink by an Obersturmfhrer and Deputy Leader of Motorstandarte 78, his name is indecipherable.
